Yes, CBC reports that one in ten marraige commisioners can't get by same-sex marriage. The provincial government said "I don'ts are not for marriages, every marriage needs three I do's!

See the CBC report here.

From CBC;

Diz Dichmont, a retired commissioner in Carbonear, was one of those who resigned.

"But I don't see why there couldn't be two sets of commissioners," she says. "One who'll do same sex, one who won't, and then people can then choose which they want."
Provincial Justice Minister Tom Marshall says the government's policy is clear: if a marriage commissioner will not officiate at a same-sex ceremony if asked, he or she must resign.
